In political sciences, state has always been the centre of its analytical studies such that the classic definitions of politics is indirectly understood as the discovery and exploration of state. The study therefore conceptualised state from the etymological and semantic perspective to the specification of state to broader concepts. It also took into consideration the derivation of other autonomous concept from states. These autonomous concepts were further utilised to analyse the dysfunctionality of states using the argumentations posited by scholars of the ideal theory. Also secondary empirical data was used to provide and build contestations in the study. Against this, the Nigerian government enforced the implementation of Treasury Single Account for the receipt and payment of expenditure across all its organs in 2015. Penultimately, the study examines the plausible effects of the policy on fraud detection and prevention in the public sector. Employing a descriptive method of social inquiry, the study is of the opinion that parochial, theoretical and empirical evidence as abound in prior literature; attest to the palpable probability of the later to address the issues of fraud. On the contrary however this study argues that policy does not address the incidence of fraud in the Nigerian public sector beyond revenue mobilization, financial reporting and fiscal oversight. To address the inefficacies in public finance administration, the study opines the need for ardent political will in enforcing New Public Management Initiatives. Thus, the clamor for a shift from manual to digital public sector accounting remains a viable option for addressing inefficacies of public finance management in Nigeria.<#LINE#>Okonjo-Iweala N. The main purpose of this study is to assess the identity of Rohingya Muslim in Myanmar. The study employs a historical approach and extensively depend on the secondary sources like books, journal articles, newspaper article and internet sources. This article reveals that Rohingyas are the legal citizen of Myanmar whohas been originated thousands of years ago. It also explores that the claims of the political leaders and the government of Myanmar are not justified because it is evident that Rohingyas have been a part of long history of Burma. However, with rising capitalism, urban planning is highly influenced by neo-liberal macroeconomic policies, causing both spatial and social segregation. These policies have pushed up land values, pushing the poor to the peripheries for relocation. Moreover, the notion of ‘outsider’ associated with migrants often renders them homeless in urban spaces. Despite policies, urban homelessness is a grave problem even today. This is mainly because policies have failed to capture the scope of urban homelessness. In addition, the inclusion of private investors and contractors has worsened the situation.
